Abstract

The Government of Malaysia provides various services to the Orang Asli communities scattered in remote areas in Peninsular Malaysia such as general healthcare, maternity and infant care, dental care, police security, communication and education. These services are provided through various agencies such as the Jabatan Hal Ehwal Orang Asli (JHEOA), Kementerian Kesihatan, Jabatan Pendaftaran Malaysia and Police DiRaja Malaysia. Unfortunately, based on our study, each agency’s visits to the Orang Asli village are not well coordinated with other agencies and many data are not shared. This project is to assist the coordination of the local administrative service to the Orang Asli village by providing a web-based portal for a prototype e-government system. Some of the basic features of this system include data collecting, editing, storing, information sharing and generating report. A web-based information system will lead to a more systematic database system that will greatly assist in information searching and dissemination. Besides that, a community-based planner was also developed for the ease of coordination among the various organizations. This planner can later be handled and managed effectively by JHEOA. This project was carried out by studying the needs and requirements of the various stakeholders as well as the Orang Asli communities in Johor by applying Action Research and Soft System Methodologies. The prototype system was designed using UML and developed using evolutionary prototyping approach. The system was implemented using ASP.net application within the Window 7 environment. This project is one of the components in the Orang Asli Community Portal and carried out under the Information Service System Innovation (ISSI) Research Group.
