Most of the bill payment systems in Malaysia are counter-based. This causes waste of time because customers have to queue for payment transaction. Since ecommerce plays an important role in human life, this problem can be solved using online bill payment systems. However, the security of important information transmission, like sending credit card information, is still doubted because of security attacks. Online Utility Bill Payment Project using Secure Electronic Transaction (SET) protocol is a bill payment service that is equipped with payment transaction security. With SET protocol, all payment transactions will be secured, all parties in the payment transaction will be guaranteed and authorized, and data secrecy will be provided. This is because SET protocol uses cryptography techniq and is also supported by the certificate authority and institution financial. The methodology chosen for development is the Rational Unified Process (RUP) methodology because each phase is iterative and is suitable for all web-based applications. This system consists of all basic services and transactions needed to complete a payment process using the SET protocol simulation. It involves three entities in the payment transaction, which are the cardholder, utility merchant and payment gateway. Rivest, Shamir and Adleman (RSA) algorithm with 1024 bits key is also used in authorization of parties involved in payment and the session key encryption. Session key was generated, using the Data Encryption Standard (DES) algorithm, to encrypt important information. Secure Hash Algorithm-1 (SHA-1) is used to hash the information for data integrity. Access control is also accomplished on certain high privacy pages in the system to protect the system and customers' information. A database is also designed and developed at the server side to trace and record the payment transactions. This system is hoped to benefit customers in the sense that the bill payment process is easier, faster, more convenient and most importantly, to provide a secured environment for payment transaction. Besides that, this system can be referred as a teaching material in security for payment systems.
